In my humble opinion, MHO, what prompted the Mayor to push for de-annexing was the Jefferson  County hiring of a County Manager.
 
So the legislature is now split on whether to make it voluntary for JCC-CM or mandate the selection thereof.
 
So what do you say MANDATE OR VOLUNTARY?
