Hoover leaving Jefferson County?

I just heard on TV a teaser for the news tonight that our mayor wants to move Hoover to Shelby County.  I didn't see anything on al.com, has anyone heard this?

It is obvious that Shelby County would have more to gain than Hoover. I assume that Hoover would have more to protect leaving Jefferson County. I also would like to see what percentage of Jeff Co. Comm is actually representing Hoover overall square miles. I know that Jeff. Co. Comm is elected at large so they probably don't really care about the citizens of Hoover because of the small percentage of constituents at large.
 
Don't forget Smoot is a resident of HOOVER.  (Ross Bridge)
 
Don't you have to reside in the County you represent????????
