Why hasn't construction started at Hoover High School for the new classrooms?  That is supposedly why they didn't have summer school at Hoover this summer......didn't want the kids to be in a construction zone.  They are packed into that school like sardines.  Kids are getting kicked out of classes they've already registered for due to overcrowding.  And meanwhile.....Spain Park is nowhere near capacity.
