That was a scary article.  Its a pretty sad commentary on our society that we simply send the 'trash' tp the next school, because it is easier than taking care of it ourselves.  Maybe interviewing the students from a teacher's old school would be an additional check along with the background.  The students usually know whats going on, and if its a teacher thats gone or leaving, they probably wouldn;t have that CYA stuff going on.
